Burd implemented an extensive cost-cutting plan, which included deep cuts in capital expenditure, enabling the company to lower the shelf prices in its stores and to boost revenue. Once costs were under control, Burd began expanding the company through a period of acquisitions, acquiring major food store chains in California, Illinois, Alaska and Texas. The improved, larger Safeway is now the third largest retail food chain in terms of sales, with revenues of $28.9 billion, and has earned Burd recognition as one of retail’s best CEOs.
