Having worked his entire life in retail, Penney bought out his two business partners in 1907, forming the entity that would eventually become the J.C. Penney Company. Under Penney’s leadership the chain expanded rapidly throughout the U.S., eventually coming to have some 1,600 stores and revenues of $209 million by the 1940s.
