Otis purchased the Los Angeles Times in 1886 just as the city was experiencing a population boom. Otis contributed to the population boom by actively promoting the city’s business opportunities in the Times. In addition, Otis was instrumental in the establishment of the Los Angeles Chamber of Commerce. During his twenty years at the helm of the newspaper, Otis built it into one of the most influential businesses in the west.
