    SBBI Seminar: Reconsidering Peer Assignment Optimizations: How Does non-Cognitive Peer Difference Matter? (with Chunchao Wang)

    To facilitate knowledge spillover between students, the study of academic peer effects aims to guide the optimization of peer assignments (the seat arrangement of students) in classes. When brought to actual practice, a theoretically optimal assignment performed even worse than a randomized assignment. As we show, successful knowledge spillover depends on non-cognitive peer difference (how peer personalities differ); its omission in the academic peer effect model specification generally leads to a sub-optimal peer assignment, which amounts to a loss of academic achievement of3%to5%after a semester. We obtain this estimate by using data from a field experiment conducted in classrooms in China. We note that class teachers routinely readjust their peer assignments because assimilation—the convergence of non-cognitive peer difference over time—does not necessarily take place between desk mates.

    TOM Seminar:R&D tax credits: mechanisms of private and public value - Lee Fleming

    Abstract: 

    While R&D tax credits appear to increase R&D expenditures, how they impact private and public value creation remains less clear. Focusing on California’s credit introduced in 1987, we confirm increased expenditures and patenting. Firms appear to generate large private returns as measured by stock market reactions, mainly from the exploitation of technologies previously familiar to the firm and not from new market entry. Competitors’ market reactions are positive in total but negative when they are close in technology space. Consistently, we observe increased blockings of competitor’s applications at the European Patent Office, strategic and defensive patent filings, and increased markups. Inventors are more likely to cite patents from California firms following the credit, thus indicating greater public knowledge spillovers. Subsequent R&D tax credits outside of California have similar but weaker effects.
