TOM Seminar:R&D tax credits: mechanisms of private and public value - Lee Fleming
Abstract:
While R&D tax credits appear to increase R&D expenditures, how they impact private and public value creation remains less clear. Focusing on California’s credit introduced in 1987, we confirm increased expenditures and patenting. Firms appear to generate large private returns as measured by stock market reactions, mainly from the exploitation of technologies previously familiar to the firm and not from new market entry. Competitors’ market reactions are positive in total but negative when they are close in technology space. Consistently, we observe increased blockings of competitor’s applications at the European Patent Office, strategic and defensive patent filings, and increased markups. Inventors are more likely to cite patents from California firms following the credit, thus indicating greater public knowledge spillovers. Subsequent R&D tax credits outside of California have similar but weaker effects.
