Abstract
“In That Crucible, You Find Innovation”: Public Safety Transformation in Albuquerque" centers on Mayor Tim Keller’s leadership during the social justice protests in 2020 and his efforts to reinvent Albuquerque’s public safety model. Faced with both a federal consent decree over excessive force by the Albuquerque Police Department (APD) and demands for systemic change, Keller spearheaded the creation of the Albuquerque Community Safety (ACS) department. The ACS provides a non-police response to behavioral health, homelessness, and substance use crises. The case highlights Keller’s innovative, collaborative, crisis, and ethical leadership in reforming traditional policing, creating new service delivery models. and driving long-term transformation in public safety.
