Cullen pioneered both the development of Kraft paper, as well as the paper industry as a whole in the South. Cullen was a leader in exploiting the resources of the southern woodlands as the raw material for making Kraft paper. Cullen was also one of the early advocates of mass producing Kraft container boards on Fourdrenier machines.
