Under Milton’s leadership, Citizens Trust grew to become one of the top five black-owned financial service institutions in the United States by 1940. It was the first black-owned bank to become a member of the Federal Reserve and Federal Deposit Insurance Corporation. Through Citizens Trust, Milton helped to create and fund a number of new black-owned enterprises in the south.
